Actually they added it in the DLC, although it makes practically no difference, you might as well just run around in nothing but a skirt.
Lionhead thought it would be more fun if people based the clothes their character wore on what looked the best in your opinion(Like Avatars), not by what helps him fight the best(Like Oblivion). but then all the fans went and QQ'd so they added in armor as clothes.

Nope. I found out. Upstairs of Bowerstone Book Store, search the bookshelves. Also, a strumpet skirt is really a tart skirt.

I still want to know which DLC though.
