Sounds an awful lot to me like the Forerunners saw potential in the human race, and ensured its survival in the event of the activation of the Halo rings.

I never thought the forerunners were human....

after his line in halo 3 I still don't think so

I think the key here is in the fact that humans are classified as Reclaimer... not as forerunner... obviously the Humans were high in the eyes of the forerunners, enough so that only a Reclaimer could activate the rings...

humans were meant to reclaim what the Forerunners lost after the halo system was activated.

My answer stays a maybe, but I achieved what I wanted to know. Figuring out that only races whom carry the "Mantle" can use the Halo Array technology.
