A dictatorship sounds like the right step for this kinda of enviroment. Perhaps communism would be able to work for once.

The energy source is no problem as others stated before.

The crime being hard to track? I do not see this as so. If anything, it would be easier for law enforcment to get them imo.

War would be a major problem though. < This needs looked into more from you guys

Humanity can survive without religion. And if the people to choose to be religious, let them be.

Getting to one place to another would be a hard task ex. one side of city to the other.

I don't think a dictatorship is where its at...

If you give one man power over the entire city, I think it'd end up something like vault 101.

And Vault 101 worked up until the main character's father fucked everything up. Living in Vault 101 was paradise compared to living outside, which was why everyone was trying to get in. The people who wanted out were just stir crazy.

That's not the point... I was talking about the effects it would have on the leader. I know vault 101 was sucessful, compared to the outside world at least.

Vault 101 was Paradise, the Overseer was just in a panic and the vault rebels were out of their minds. they should have been let out and the door locked behind them.

Has anyone mentioned this? Pollution would be one helluva problem and air supplies to, you guys gotta get the basic stuff outa the way before we think about the government ;)
