I made that in gimp.
gimp has layers.
Just because I'm not using the program to anything near its potential doesn't mean I don't have or use it.
(and there's really no way I would've been able to put a Pheonix tattoo on her without gimp anyway)

I've had the same problem...

Reply to this message, go to the options, deselect "notify me when a reply is posted" and see if it sticks.
