Made by Obsidian, who have members of the original team that made Fallout and Fallout 2 as their CEO's.
They recently did Alpha Protocol (Which the critics have slammed, but I have it, and it's not that bad.) KOTOR II, and Neverwinter Knights 2.

It may be developed by Obsidian, but it looks like it utilizes much the same system as Fallout 3, just with a few tweaks and an entirely new environment and story. It's enough to make me want it, though.

Hardcore mode sounds.... hardcore.
If you don't drink you dehyrdrate, don't eat you starve, and crippled limbs can only be healed by doctors! Oh and you have to sleep I think...
That and they're going to make a more... definded (probably wrong word) combat/gun system! To make it "more like an FPS", they'll add iron sights and what-not.
