Rules of engagment The Fog of War

after hearing about this it seems like it becoming harder and harder to tell friend from foe out in Iraq and Afganistan

but from this, does it seem like they fallowed rules of engagment or was this a very bad occurence

i say it could be either of these

The video was posted here not too long ago, I think. The Apache mistook the people gathering around the reporters for people protecting someone with an RPG.
