I'd like to point out that jetpacks, known as T-Packs in the Halo-verse, were used both in the FoR novel and GoO novel. So Noc, has a point here.

A lot of the things he is pointing out has to do with the plot mostly...

Fun =/= good story
The Needler was still aesthetically similar to other covenant tech, because of it's bulbous form.
