Punish those responsible, take time to make sure it never happens again?

Or point your finger at a whole nation, even though all but about a hundred were ignorant of this?

Which do you think is more constructive?

every government has one or two of these stories sitting around in their hidden archives... I wouldn't be surprised if the USA had 4 or 5 more things like this that have happened.

I would hardly qualify this as the same level as the Nazi experiments, but it's certainly not right. Like KrAzY said, though, it's not uncommon for news of this stuff to surface generations after. If I'm correct, the U.S. has a policy where top-secret information has to become public after so many years (so long as the info is no longer vital, of course).
