More likely it's an Asian race. China has more geniuses than America has people. Although, China being what it is, that statistic can be off. But this really relies on the government. Stricter governments that take steps to ensure their people are productive eventually get a less than perfect person in control that then takes it too far.

Eugenics for instance, great idea for the continued advancement of the human race, but would quickly lead to a 1984 type situation.
